Spearheading the development and deployment of telecommunications infrastructure across the state through strategic partnerships with deployment partners and state government agencies.

Ensuring all telecommunications infrastructure complies with relevant laws, regulations and guidelines, in accordance with industry best practices.
Site & Permit Coordination
Coordinating with government agencies, local authorities and landowners to secure site approvals, land acquisition and the permits required for the development and operation of new and existing telecommunications infrastructure.
Strategic Advisory
Advising and supporting the Terengganu State Government in achieving its infrastructure and digitalisation development goals.

Industry Players
Network Service Providers (NSPs), Network Facilities Providers (NFPs) and engineering consulting firms submit development applications.

OSA Functions
Eleven One Stop Agency functions.
As Terengganu’s One Stop Agency, TCOMM holds eleven core functions — covering policy compliance, construction confirmation, industry–PBT liaison, audits, statistics and permit control for telecommunications infrastructure.
Ensuring that all telecommunications and digital infrastructure development complies with the policies, guidelines and laws set by the Terengganu State Government.
Issuing support letters and confirmation for all new infrastructure construction or the legalisation of existing infrastructure.
Acting as a liaison agency between industry players and the Local Authorities (PBT).
Conducting audit activities on telecommunications infrastructure across Terengganu.
Managing and maintaining statistical information on telecommunications infrastructure in Terengganu.
Coordinating annual permit renewals for telecommunications infrastructure in Terengganu.
Managing issues relating to telecommunications infrastructure operating without approval in Terengganu.
Reviewing and refining policies and guidelines from time to time to improve telecommunications infrastructure development.
Coordinating and supervising the construction of new telecommunications infrastructure across Terengganu.
Coordinating, controlling and approving the appointment of engineering consulting firms for telecommunications infrastructure development in Terengganu.
Coordinating land use applications for government land, government agency land, land under Section 62 of the National Land Code (KTN) and corporate-owned land for telecommunications infrastructure development.
